I think you didn't understand what the mod does.
Some plants, bushes and grass in single player don't exist in SA-MP. SA-MP dev team took this decision to avoid crashes and sync difficulties.
What this mod does, and what you can see in the video, is add that vegetation back to SA-MP, so it looks just like single player. In short: mod off = no grass; mod on = grass
Considering this, I don't think it gives any advantage, since it's about adding textures, not about removing them. Correct me if I'm wrong :P

I do not see this as being a major advantage during any type of fight considering it only removes excess grass from your screen. I would also like to reiterate that with these visual mods, there's no chance a member of the staff would be able to notice the use of it. Excluding mods that remove trees, or anything similar to a visual mod that entirely eradicates a feature of the game, you are fine to use mods that only provide you with aesthetics and not with any underlying advantage.

Oh, now I got it, thank you @Mia for correcting me. I have changed my mind now, but I think there is some problem with that video, I guess they meant before/after instead of on/off, here are two additional links - Libertycity.net (https://libertycity.net/files/gta-san-andreas/96677-samp-grass.html) and Gamemodding.com (https://gamemodding.com/en/gta-san-andreas/others/68584-samp-grass.html). Anyway, I don't see any advantage in this mod any longer, thus it can result in fps drops for low end PC if there is no on/off option :p

There is already almost no grass in SAMP except some places. Why do you even need to remove or add more grass?

According To Demo, This is a Mod that removes grass and boosts up the Frames, who is wrong.
Mod is still allowed.
As it just adds grass and doesn't remove textures.

As this mod only adds grass to the client's game and does not provide an advantage to them, it will be allowed.
