Title: Remove the NSA "No-fly zone" around the president's spawn after ~3 minutes.

Some presidents won't leave spawn (*COUGH* Galbo *COUGH*) and we can't shoot with hydras.

It should be removed a couple minutes after a president spawns.

I only do this because I heard from Fimpen that is allowed, after I complained. And i’m not the only one, manh presidents camp in spawn

I'll make the zone act the same as the normal zone. If he stays in his spawn zone for longer than a minute, the zone will be disabled. The securities already have a different spawn protection when the zone is disabled (15 seconds of spawn protection instead of area-related), but I agree it would be a good idea to disable the warnings as well on them.
