allow signs like _ . = etc to be added and removed from names any time....also add the player skin id to /stats command

I think these signs are already in use like my name Singh_NS has this _ sign ,so you can also use it.

Now from part of skin id on /status, its a good idea.

They are in use but can only be added and remove monthly...i was thinking that it can be changed any time like the tag
