I don't have any info about that mod and I didn't watch the full video, but if it's only aesthetic (it only changes how things look like in your screen), it's allowed. If it gives you an advantage beyond that, it's disallowed.

As Mia said, I also don't have any information about that mod as I never used it before. The modification should be allowed to the Client only to be allowed in the server but if it disturbs other players' game play it's not allowed.
