I think it's a good idea, it's only for 1 time per president and only lasts about 30 seconds.
Ive seen how terrorists camp near president spawn.

But I have one question, like Maka said, what about securities? Even if President runs away alone, after 30 secs, he'll get chased by terrorists but now he'll be alone till backup arrives.
But yeh its kinda like a consequence for your choice, XD

This doesn't sound like a bad idea, maybe we could try it out for a certain period (and maybe only on NSA, as people have suggested), then see if we'll remove or keep the feature.
