More than this I would prefer a System based Warning for Immediate Double Posting.
and even more than that I would like people to stop labeling different suggestions under the same name of 'Suggestion'.

Well maybe I am a bit Mad rn but ffs back to Topic:I don't think it's necessary to impose sort of restrictions in posting the amount of suggestions:
You see the reason I don't prefer to compile suggestions and post it under one topic is because the discussion frequently shifts to one sub topic with no given input on other topics, such as my CP sub suggestion was barely discussed by most participants in the post except maybe a few.
The major solution of avoiding useless topics is simple: Classifying them right.
As aformentioned type of vaguely labelled posts with 'Few Suggestions','Some Suggestions','Suggestions' is also a contributing factor.
This section is moderated much better, If someone makes a BS Topic, it would get denied and locked in like 1 day by admin.
Ironically, double posting and spam occurs the least in Suggestions Board due to simple fact it's a conversation,Off Topic is more prone to that due to free limits and making BS and repeatative spam topics.
