Well, I don't see a strong reason to keep them banned forever as the game is dying at a faster rate. As for now, this server doesn't provide competition like before, removed the spree system, and free chainsaw and sniper for everyone, more like just for fun. Also, tons of mods are available and there is the least chance of a player not to try them, hacking is a common thing. Although I like the ban regulation of UIF server I suggest removing permanent ban just not more than 6 months, even in the case of evaders their time should be reset on every attempt of login, else other players will take that as a joke.
