The feature which avoids a player damage someone on a moving vehicle is good. But some players abuse this feature like Mia in (her/his don't know the gender) own video.
Mia was simply just standing on Altus' vehicle as he was inside the car to prevent Mia from getting damage by others.
As you can see in the video,the player on foot can't damage Mia because of the great feature which was added,but Mia can damage everyone without getting a single damage in a long range.

My suggestion for this problem is either disable the feature which makes sniper a useless bastard while shooting at someone on a live car or add a script which prevents the player who is on a vehicle to damage other players on the ground.

I don't get it, if you are standing on vehicle and shooting a player while another player tried to snipe and unable to give you damage?
Not only this, they even block the shots for the driver

For me it's not a disadvantage, it's just a tactic that they use to kill others in a safe way ( most of time they are in unfair fights against clans and regulars) so for me it's completely fair and you can do the same.

Same happens with DB with combat shitguns the driver hides and the immortal guy starts minigunning.

For me, it makes the game a little more entertaining, forces the other player to go shoot closely so,

There's more like a sweet spot to be at when hitting the person riding a car. When I can't hit someone on the car, I just move left or front by a little or even crouch then I can hit him/her mostly.
