I don't know where to post this, because it is in the gameplay so its not consider a bug. The problem i have is with the Skimmer. When you have a frame rate about 30 (even then its hard) you are able to fly the Skimmer. But at 60 or 90 fps its impossible to take off in it.
So my suggestion is: Could it be possible to add something so you can take off with the Skimmer? If not in my opinion it might be better to replace the Skimmer with a dodo on land at the location where they are now. This way you can at least take off without typing /fpslimit 20, taking off and typing /fpslimit 60. The type errors are so great when you are in a hurry XD

Is that really the reason? I was wondering why I'm never able to take off lmao

When I turn back fps to 20 I am able to take off. It has something to do with the water-physics. Same reason you swim faster at 20 fps than at 60 fps

Yes, that is the reason. It is a GTA SA bug and I can't think of a patch for now.

Happens to me too, I don't think there is a way to fix it

I'm very lazy sometimes and I can't even type to swim faster lol.. But yeah that skimmer is kinda annoying when there are bunch of enemies camping at armor spawn..

As you can probably guess, I'm all for Dodos, but I am not for replacing the Skimmer. Adding Dodos at the airport would make more sense. The fpslimit thing is an issue, but I'm not sure it can be fixed- and an even bigger issue is being able to get a passenger inside. The Skimmers were carefully placed so it would be relatively easy to get in, but elsewhere, it's an issue (I think this could possibly be fixed with a script, however).
Water is weird and pulls/slows you down way too much in GTA, which has always bugged me- I've found that minimizing contact allows you to mostly avoid the slowing effect (you can ram a swimming person with the wing of a Rustler by only using the tip of a wing). If you want another tip besides /fpslimit 20, try tilting the Skimmer to the side when you take off, so it's only on one pontoon and you avoid some of the weirdness of water. In real life, float plane pilots have to do weird shit to get the plane out of the water too, like the elevator pumping in this video (http://) (the pilot also doubles back on their wake to get the floats to hop out of the water more easily).

Wait, do you want to remove the / fpslimit 30, 60 and 90? Or replace them?.

nonono, neither of them. I wanted to ask if there was a solution to the Skimmer problem

I've looked into it, there doesn't seem to be any other solution than lowering your FPS.
