Try google chrome and i guess stopping vpn/proxy in browser might help

Mibbit got many bugs plus your Browser cache might have some trouble in it..

Download and use MIRC, it's super easy to use.

go to the windows bar and search for java, click on the program and let it update then verify the installation through your browser, should fix the problem.

Lol this has nothing to do with the IRC client or Java, such useless replies xD.

It's some sort of a network ban on your IP, you will have to speak with the IRC Ops of irc.tl to resolve it. Join their #operhelp chan for help.
