Dont know its a bug or hack, but still posting!
He had spawn protection. Even though he was miles away from spawn lol.

Looks like you were desynced yourself :P
In the third picture you can see that ID 22's name is colored white(No-team), but he is able to talk. This usually means you are desynced.
