- Not following the /duty. The video shows he's at armour fighting as the President very far. Not following the /duty at all.
- Personal insults based on the race. Definitely anti fair-game.

About Negan, This 6 seconds video doesn't show that he is away from president all the time.
If I consider his past, he was warned by Papi for to enforce /duty also. (2016-08-17 15:14:06)
Screenshots showing that he is insulting for sure. He will be warned for insults and we will keep our eyes on him for /duty. Next time he will be punished.
