You moved out of your spawn when i was in rustler so please show a video showing you were in spawn the whole time

I spawned and jumped on a car (needed to pm some people).
You spawned, came after me, chainsawed me.

First of all, civilians are not a team, so they're allowed to attack eachother (no rule for teamkilling as civilian).

Logs show that you've killed him 16 seconds after you joined, so I doubt you knew where he went before and whether or not he left the spawn. The rule is pretty simple, don't kill in the spawn zones, so you'll be punished.
