Re-Install your Samp and if it doesn't work, re-install GTA San Andreas too

Re-Install samp as Maddy said, I had the same problem too and then your restart pc

Pirated/bad copy of your gta sa might be the problem. As Maddy said,reinstall your whole gta sa directory.
