First me and another police is doing our /duty as a police and we killed [M.I.B]Agent_J (Terrorist) and maybe he asked FlapJack.sM[M.I.B] (Police) to become a terrorist and they started camping near police spawn...

1st proof - They are coming in our spawn and started shooting.
2nd proof - They are coming back to our spawn

Hello, Captain.
It cannot be treated as a spawn killing since you have left your spawn area (just like your spawn protection has gone) in order to get killed. They will, however, be reminded not to shoot at the spawn, which can be seen at the very beginning of your first recording.
