After watching your 2 seconds movie, we can't clearly state who started this fight. You have killed a cop (Aris) shortly before it happened, so - theoretically - they might have gotten attacked by you on their way to the President. In such situation, they were allowed to shoot you back.

About Ryan_Likes, he was a ban evader.

When you shoot a player and don’t hear a hit sound, it most likely means that such a player is desynced, not health hacking.
