when I jumped in water with full armour and Health he was in air and shooting me with M4 i that that the boat was disappeared but after 5 second also he didn't fall in water and shooting me i have a screenshot

The screenshot you've provided does not prove that they were airbreaking. Please, next time consider supplying your report with a video. However, we will keep an eye on them.
