I'll think of few more suggestions and put up a poll here afterwards.I ask of the server's programmers to check out my previous poll and see what can be done in the future.

I would recommend  you to spend some more time in the game and on the forums before making anymore suggestions , because some of what you suggested can't be done , and some have been already suggested before

Add Salvatore Leone skin to vice-president skins. - Impossible
Put sec skin 4 (female in grey robes) as vice - Impossible
Make sec armor invulnerable too,under spawn protection. - If you leave the zone your armor will be set back to 100 if you were under spawn protection
Give the players a bigger variety of accessories(like /parrot,/glasses,/mask). - Already in-game
Create clan chat in-game commands,like /c(lan)add[num],/c[message]... - NEVER
Enable laying on ground (press N) + aiming - Impossible
Enable opening a mini version of current map (press M) - Impossible
Enable massive bunnyhop on bike for president if timeleft<=1min - NEVER

Alex for the accessories suggestion, he stated give items LIKE mask,parrot,glasses. Similar items not the exact items

Yep. Not to mention some of these suggestions were already suggested and rejected.

I don't really have time or will to scroll through all those other suggestions.I do spend time,so,does that help me any?Not really;but thinking about what's missing.
Salvatore Leone skin PROBABLY DOES EXIST,Rosenberg's surely does.If someone appears in the scenes,they probably exist in the game too,like Claude.
Moving skins to other classes SURELY IS NOT IMPOSSIBLE.
YOU HAVEN'T GIVEN REASONS WHY things like clan chat shouldn't exist.
Laying on ground probably can be done,after some complex work.Maybe that's a mod,and another application,but it worked on MTA server I'm playing on,which has PUBG mod.
Mini map probably is not impossible either.Just open a mini model of existing map.
Bunny hop may have been a stupid idea,but hey,at least I thought of something.We need more fun stuff like that.

For clan chat read this topic https://planbserver.com/forum/index.php?topic=697.0 and you don't need to scroll, just use "Search engine", for Map dont be lazy.

Salvatore is in cutscenes and not in the game files do you understand the meaning of IMPOSSIBLE?

You can be laying on the ground, but you cant shoot. This is not PBUG or mta its pointless you are seen on the goddamn radar.

So basically,SAMP is shit and MTA is better,you're saying.Reading the suggestions for 5k times won't make me remember them all.And I've played quite long,maybe even 200+ hours,that still doesn't prove anything.
What matters is the insight skills.
I don't care about feminism,I just need a greater variety of options.
I don't care about clans either,I just thought they might like to have a chat for themselves.
