Can someone tell me when is the 'taking over' event on PH time(GMT+8)?

I really don't know how to calculate or convert other timezones to PH timezone if there's an event...

That would be exactly eight hours ahead of the mentioned time (16:45 GMT). Since your timezone is GMT +8, it would be 00:45 for you.  ;)
