I suggest to remove the jetpack for all vip users in order to improve the game for them too;
jetpack is an advantage too big, for example president can get discovered early, I think players must get the president by the ways they can and not for jetpack :).

Jetpacks are temporary, it is for fun and there will no advantage for anyone. If you want to chase someone there is a flying vehicle called Helicopter.

This is just a temporary feature for holiday. So it's useless to make suggestions about temporary stuff, at least suggesting to remove it.

As to the liters, not much.
