This isn't necessarily a hack. Unoccupied vehicle positions aren't properly synced (they can take slightly different positions on different player's games). When someone enters a vehicle that was not there in on your game, it looks like they were teleporting it to them, but most likely, on his game, the vehicle was there the whole time.
