The video you have provided doesn't show team blocking. There were no enemies around you and what he was doing didn't result in you being killed or even harmed, if you are annoyed by this you can always use /sync and move away. You were staying there as if you were enjoying what he was doing.

If you have any more videos of actual rulebreaking of him, you can pm me or make new report.

P.S. I saw the video from another angle and it does look more like teamblocking. Menace will be warned.
