You were banned by the AC for armour hacks. Lagging out wouldn't explain why you had armour at that point. Also, from what I can tell, you were not desynced at the time.

It doesn't look like a bug. Your armour went from 0 to 100 about 1 minute after you spawned as a cop, while you were in a police maverick flying away from the spawn, so nowhere near any armour spawn. Are you sure you haven't got any CLEOs or mods that could have caused this?

il check the file of the elm mod maybe there could be something in it

I didnt find anything in the cleo or other folders of san andreas and in elm only light blips and sirens

Since there's a possibility that it might have been a bug, I'm going to unban you. But to be honest, I'm not convinced it was, so if this happens again, there won't be an unban.
