They kept spamming under the excuse, you can type ignore, and that means me or anyone can spam everyone's pm till everyone gets annoyed, and it will be okay because there is a commend called /ignore which most of the randoms don't even know about it.

In order not to receive messages in such situations, you can either use /ignore or /blockpm commands. The system handles flooding, as documented in your screenshots, with the auto-20 seconds-mute, when senders disobey the allowed limit of used commands (sent messages in this case) in a short time.

Therefore, no action will be taken. Thank you for reporting.
