Can you explain how I will not answer your question properly? It is as simple as it can go - you cheated, you stay banned. There is absolutely no reason for you to get unbanned after you broke the rules twice for the same reason. After so many tries with you, and tons of reports, you will remain permanently banned. You can re-appeal in 6 months' time.
