Is there anyone that can work with videos including enhancing, reducing noise in short reading a car registration number plate from a cctv Footage which is unreadable due to excessive light from the car itself? Please hola at me! My car got hit and the driver ran away!

You have 3 options :
1. Go to your insurance agency and ask for claim.

2. Go to police with footage and they will investigate themselves.

3. Indian style : Bribe a police man -> he catchup any random feeble guy with car and would beat him halfdead untill he accepts that he hit you car -> make him pay for you losses.
