Render - vegas to mp4.
Record - bandicam or shadowplay/playclaw (for background recording).

Youtube is cutting ur vid`s bitrate. 720p video will be 0,4 mbyte/sec at best, no metter how much your source video is (you can upload to utube even 100mbyte/sec, u2b will cut it to the 0,4).
But if you just making vids for reporting, you should not care about it.

I am using fraps to record, because it is lossless and capturing with 300 mbit/sec. Then, i am recording in vegas to ~25 mbit. So, before i uploading video to utube, my video has pretty lossless quality. And after utube magic i have mine 3 mbit.

If u will use real-time background recording, like shadowplay by nvidia, you can not use fraps, because it will overload ur hdd. You need to use, 4 example, playclaw. You can download trial version without time limits, but ur videos will have watermarks. Then, you are looking for codec inside the program that fits your requirements. You can take MPEG in playclaw, 50% quality bitrate, u will get 20 mbit/sec videos. Even with shitty pc that will not affect ur gameplay.

Here is mine example when i used playclaw.

Then, in vegas, you render in "MAINCONCEPT AAC/VVC", customize in like u want (set bitrates etc).
You can use doubleframing and upscaling.
Doubleframing - set in last vegas render x2 fps (if ur video has 30 fps, u place render into 60).
Upscaling - if ur video has 720p resolution, you can render as 1080p.
Why u need to use it? As i said before, utube will fuck up ur video quality. If u upload 720p video - u will have 3 mbit. But if u will render it to 1080p in vegas - utube will give u 4-5 mbit.
Doubleframing will work same way. For 60 fps youtube will give more space.
But again, if u doing it just for report - u do not need it.

Windows 10 has a nice built in game recorder, you can use that or you can use Fraps.

I use Camtasia Studio to render and process videos into mp4.
It doesn't take up a lot of space and it's a very basic easy to use video recorder.
