I'm not sure if I'm a 'competent administrator' enough to handle your report, but after a careful analysis, I decided to uphold the decision of the first instance. The reported player has used a /sync command before you started recording so we're not able to state what was the reason for his action. Competent administrators cannot take actions based on assumptions.
