Well subject says all. But why we should have this? Because many of us still dont know what changes have been made in recent updates. For example today recently, we came to know that now civilians can not sit in a car of other class players. This was something unnoticeable for the time and I am pretty sure its still unknown to other players.
All in one, such a command indicating short brief of updates will be much appreciated.

That is something else, there should be an update box filled with brief points of changes/additions/removal.

Very useful for knowing things that are updated often like spawn zones,and class balancing, and secrets we dont even know about like RC Vehicles

I like this idea. All that's really needed is to take relevant version control comments and add them to the dialogue. It would be cool to make it so if you opt-in, the dialogue comes up when you connect (or stuff prints to the chat) when updates have happened since you last joined:

Since you last visited, we've made the following updates:

• Added RC vehicles
• Added ranks
• Added driver bonus
• ...
