As I told you before, reinstall your GTA and remove 'some' mods because they can affect your GTA just like that. I've experienced this kind of bug when SAMP R3 and R4 has come out when I was using my laptop back then. You can add mods if you want, but make sure that you should delete every mods you have first. Lastly, after you've deleted it all... Try downloading them again. I did that and it's fixed now. This is a movement animation bug and it's a bug for client sides only, not server nor error from the server itself. It only happens from your POV.
Try play SAMP R4 without any mods except for sensfix. Try adding SAMP-Addon too because it can help too. If you use ASI files so badly, then remove your CLEO files too. If neither of them didn't fix the problem, delete your 'GTA User Files' from 'Documents' folder. The reason for this to happen is because putting/removing mods again and again is the key to making your game like that.
