To be honest, Terrorist team is so powerful, let me explain to you how it is powerful.
Well, terrorists have combact shotgun and this weapon is a dangerous weapon but using it as a passenger it's deadly. So imagine if there will be 2 sultans full of terrorists as passengers, they can take down the president so fast. This will happen only if the terrorists cooperate with each other and play as a team.

Add m4 for Swat..Normal shotgun almost useless.

If SWAT is shit why shouldn't we have special weapons??
Like Tec9 is ok
         Instead of Deagle add a silenced pistol (Special Tactics)
         Instead of Shotgun, m4 will be great and
         On /holiday they should get those sticky bags or a command for VIP's to launch a targeted missile to any car
        Special Camouflage(Coloured) vehicles for only swat to make GM more realistic

Adding the M4 for SWAT would be stupid, because if we did there would be no difference with the police class.
Also, I don't think adding satchel charges is a good idea as they are very badly synced.

IMO Swat is a good class with good weapons set.  Deagle + Pump shotgun + Tec9 is quite a good set if you know how to use it , but If you're not good at it then either go for another class or improve your skills in this set. All classes are balanced and given reasonable weapon sets.
