Its normal that you get up with a bmx on a building tall 120 feet with just jumping.
You've got point there, it is a little ridiculous. However, it can be fixed by making the bikes so they can actually be destroyed.

I've been playing PTP since 2009. Yes, it is normal, and it's fair. It used to be extremely common, as well. I learned by watching other people do it.
Its normal to shoot rapidly with a combat shotgun from a window.
The combat shotgun is not the most overpowered weapon around. It's nearly useless unless the target is close enough. How about, "is it normal to give some players access to a weapon with perfect accuracy at long distances which can kill with three shots".

Management is already struggling to get players to take part in the gamemode as it is...
How about making people actually follow /duty? Limiting the number of civilians? Making armor camping unattractive?
So, in this context, I think giving presidents new ways to play evasively is the last thing that would help get more players involved in gamemode...
...why? New players, used to servers where Rustlers are treated as a normal vehicle that anyone can use (that is, reasonably), are often confused and/or annoyed once they find that they can't use them in PTP as President. For example, do you know of a Cops N Robbers server which doesn't allow robbers to use Rustlers, despite the fact that only one or two people might chase them, unlike this server, where ideally, half the server is chasing the President? I don't. Here, some players are given huge advantages in terms of weapons and relationships with other players, but newbies can't even fly a goddamn plane as President.
Meanwhile, many of the same players who insist that the President should not be able to fly a plane don't even bother chasing the President or playing the gamemode. I played a game recently where a regular player, under their new name, spent about 3/4 of their presidency right next to the armor spawn in LS, where a Red vs. Blue dick-measuring contest was well underway. The President was literally walking around in the middle of a fight, and the terrorists, even when they had killed all the police nearby, would not attack. To top it all off, the person is in a position of responsibility and has the influence to get people to actually play the game, but chose not to.
The problem is that players like those drive away new players who recognize the potential of the gamemode, but join only to find out that unless you have a specific skillset that allows you to overcome the culture here, it's really who you know and what you pay that determines how much fun you have.
