That list is supposed to show PTP's all time top kills, and a ban doesn't change the fact that a particular person used to play in the server and reached a certain amount of kills and/or other achievements. You gotta give credit where it is due.
Also nothing is permanent, who knows maybe in the future the player might be unbanned for whatever reason, e.g. the staff might decide to lift all bans at once.
