Some Suggestions

I want to suggest to add club/clan/guild/etc room command  that is only available for civilian class while they're still in spawn point and still have the spawn-protection and /clans or something  command I also saw it in other server and it seems fine.

Increasing the health to it's full potential I mean full health from offline GTA:SA  or half of it or only allow it in duels.

Private duels not telling everyone who won the duel or who will duel.

When reporting a player show, a warning to the player who is being reported that he/she got reported for "" in dialog form so that the player who got reported will actually read the warning and if the player is already reported disable the reporting to the hacker/violator will not be reported to prevent report spam to admins.(I think you'll not like this one because that hacker/violator will stop hacking/violating for a moment and continue later on but it can buy some time maybe until admins come in-game)

I'm not 100% sure, but I think health is already maxed out, even though the health bar itself isn't that big as in single player.

Ok, so you want this scenario: you report a guy for aimbot. As per your suggestion he gets a warning that he's been reported by Captain234 for breaking rules. The offender then disables his cheats, preventing admins from detecting it and banning him, even if it's for the short while.
So no, just no.

I'm not sure what you mean by this. I'm guessing you mean that whenever someone registers on forum they will be automatically registered in-game. I'm not sure that's even possible, but even if it is it isn't necessarily a good idea.

Not register in forum but in https://planbserver.com/(If it's in forum it's kinda impossible since forum and the samp server has 2 different database maybe)

Nope, the gamemode doesn't focused on clans.

Nope, we already have armor and health pickups so you can refill anytime you want.

There's nothing to be ashamed of for losing in a duel so nope.

If he is notified that he was reported, then he would disable his hacks, which removes the evidence if an admin will check on him, so no.

I think the classes are fine as it is.

As civilians can also kill president infact they do kill president multiple times. Also many Pro players select civilian class instead of terrorist class because they can kill president, his security, cops as well as terrorists also. Also civilians has good weapons (desert eagle, shotgun, rifle/sniper rifle), so it creates a new challenge to protecting team.

Not possible in samp to increase the bar , only thing you can change is increase it to something like say 150 or 200 but then when you damage player he won't loose hp in health bar but will only loose once his hp reaches 100. Unless ofcourse you create a custom health bar but why would you .Again, no use of this here and will create confusion for health hacking -1

3. Not needed, that will just encourage more people to go on a duel spree and never play the gamemode -1

5. I think the current team balance is based on good vs bad and not on classes or teams, so adding won't make a difference -1

This is useless as clans shouldnt even be in ptp.

There are already pickups for health and armour, for health you can even use a vending machine.

I kinda think this is not needed since you can just use /me and say ex. use /report to report rulebreakers.

I dont think its needed you can always find a free slot in every class.
