In the new update,surfing on enemies' vehicles has been disallowed by Jonne.
Also helping enemy classes isn't allowed.
But As you can see Mia (civilian) was on the roof of Altus' (terrorist) car. I attacked Mia to see Altus' reaction,guess what,she jumped on Altus' car and drove a bit away to give Mia the advantage to snipe me. But the closer I went the further he went and she sniped.

They did the same with me when I was a terrorist. Mia the civilian was surfing on Altus's car who was a terrorist, jumping off and on several times to shoot me, hoping off to shoot me with sniper, then hoping on again to avoid my hits that I failed to kill her and at end she killed me with another terrorist(laz) with the help of Altus the terrorist.

They both already know that this is not allowed anymore, and the system should have been preventing Mia from surfing on Altus's car already. But as the system is still new, sometimes it doesn't work, they already know that well, but they decided to abuse it and even admitting it on the main chat in front of everyone.

Right now, with the current system implemented, this is allowed. As can be seen from Jonne's post:

• For a civ riding on top of a team player (cop, terro, ...), no action will be taken (except the disabling bullets described above when he attacks a teammate of the person he's surfing on on).

The new system was implemented to draw a clear line in cases such as the one involving PopcornZ (https://planbserver.com/forum/index.php?topic=6127.0)  This system makes sure there is no longer any admin involvement when it comes to civilians surfing a vehicle and prevents situations such as the one in PopcornZ's report. This update also means that civilians will not be able to do any damage to a player on the same team as the vehicle they are surfing on.
