I also don't think anyone would abuse it, if the the player needs more than 3 or 5 votes to be kicked and whoever started the /votekick must have a proof.

Registred players must have +300 playing hours  and +100 for VIPs.

I'd rather wait for a vote for new mods than to be choosing 'trusted players'. It's simple, there are many VIPs and not to be, it makes you reliable.
