As Jonne said in the other suggestion, forcing some rules just on VIP's may not be the perfect idea. But for the /stats, its the same for every player here and I know it's of great value to some players. I've seen newbies asking about the unknown players in /topkills. +1
About the ban history, I guess it should be private and should only be with admins.
I'm not really sure what you're aiming at here, but let me elaborate. This isn't just about "forcing some rules on VIPs", every player who is banned, VIP or just a regular, should have his stats for top kills, top President kills etc, revoked. Not totally remove their stats, that would be ridiculous, but just remove them from any Top 10 lists on CP. It's only fair, don't you think? They managed to accomplish all of that by playing dirty ([Pk]Grey for example has the top monthly spree of 69 kills, and was then soon banned for aimbot lmao).
And about the ban history visibility, again: why not? If some players have the cheek to mod their game and try to cheat the system, why not display it to all others? If I was a new player who was just starting to play here, I'd like to know which players have a history of being cheaters
