Vishwas just add in your main suggestion post (in bold) that client sided texture mods can't be visible to other people in SAMP. [Well it was gonna be in SAMP 0.3.8 but it is ded)

What if a player uses a custom weapon pack? That command won't work to the custom weapon pack and will only work to defaults? I think the player will crash if he/she had already customized the weapon packs and someone uses that command.

No, the custom weapons work fine. You have to understand how this works, it's basically putting up a textured weapon model above your weapon model to give it a color.

No, the custom weapons work fine. You have to understand how this works, it's basically putting up a textured weapon model above your weapon model to give it a color.
If I customized my weapon pack example black & neon desert eagle it will just change the color without changing its shape?

If you mean just simply colouring the wheels directly then No.
There are wheel models as objects in samp which means they can be attached to a vehicle but this isn't practical since :
1) Attached objects don't rotate with wheels they will just be static. (Unless you try to rotate them with script but it won't sync with wheels right)
2) All different category vehicles have different size of wheels therefore you can't attach same sized wheels.

So no it's not possible :/

This won't look good in practice. Basically, you're creating a another object (the weapon in a color) and attaching it to the player. This object won't be following the same animations a normal weapon does, so half of the time it would stick out the skin. So we won't be adding this.
