This player was simply on pause and damage was done at a time. Then the sec wondered away leaving the paused body there and the player came back recieving the damage and dying causing Yo to get a kill from a far distance

He is right.
Its a common issue that occurs often. If a player has paused and has received enough damage to be killed while pausing, the moment he comes back he instantly dies and so the distance/range does not get synchronized/accurate due to such circumstances.
If you want to get to know someone, find out what makes them Angry.

SAMP mechanism of giving kills doesn't always work intuitively. It stores the ID of the player who was the last one to deal damage, and, for example, if the damage receiver dies shortly afterwards without the help of anyone else, the kill might be given to that last damage dealer (or it might not). And if so, the distance between the killer and his victim is calculated at the moment of the victim's death. If the killer moved away or got respawned, it can lead to such awkward results.

Your attentiveness is worth noting, but such a big distance itself is not a reason enough to suspect anyone. :)

Thanks for reporting.
