Remove Spawnzones

Changes:

• Added spawnzones
• Only for civs for now, as a test project. I'll add auto-punishments later. If it works well, we'll expand that to the other classes as well.

Other Civs abusing they're protection others is staying at they're spawn area and wait for other class comes and they will attack it or they will attack civs too.

No that's no use they will wait the other player to get off the spawn area to make benefits of the spawn protection and they will attack the player get away to the spawn area while they're staying at the spawn

I don't really get what you're trying to say, but the spawnzones won't be removed. If there's a lot of valid complaints, I'll remove them, but up until now I haven't heard any other complaints.
