I don't get your report. Anyone is free to register any nickname if it hasn't been registered yet and if it is not intentionally similar to the name of the other player up to the point of confusion (for example, D1LMA_BR and DILMA_BR).
So there is no reason to punish ZdragoLopS as there are no other active similar registered nicknames. If you still have any concerns, feel free to pm me or Mia, as she's the only Poruguese speaking admin.
