As I can see he is around armor spawn with some other securities. I'll talk with him about to follow /duty. But your screenshots showing a time period for just a minute. So he might be came to armor spawn to take armor and when he saw you, then got in action. For that reason this post has nothing much about clear proof. I'll talk with him though.
