Bugs are always allowed in duels, agreements aren't required.

To answer your question Ege;
The thing you are describing is allowed as of right now. The rules state that you will only be punished for 2 shooting, C-bug and slide bug. This is 2 shooting. The thing you are describing is not 2 shooting, but merely not reloading your sawns. Again, nothing is said about this in the rules so therefore it is allowed.

Natzuk was punished for 2-shoot bug actually, that's what I get from AC report. But I shouldn't kick him and let the system handle it. That was the mistake and Natzuk keep saying that he didn't 2-shoot. That might be confusing everyone here.
