They get automatically warned and punished if they shoot a player who's under spawn protection. The ones who've left the spawn zone and thus lost their spawn protection, you're free to attack

You weren't in civilian spawn safe zone. Once you go away from safezone, you can be get killed by other civilians.. That means he didn't spawnkill. We have the safezone for civilian for to prevent spawnkills.  Nothing to do with this report..
