I got some suggestions which should be implemented according to me.

Disable player to use /joinrace(/createrace) and /watchduel [ID] when he/she is having less than 50 hp.

-1 Easily Abusable, Timecyc for each individuals vary, people already abuse petty stuff like off-road tires and earlier Hydraulics,putting the laggiest weather for others as compared to your low end timecyc or vice versa is easy.

Like admins can change weather, we can have a race moderator (the one who creates race) who can set weather

I don't really think it's easy to evade with the new death evading system even after using /watchduel or /joinrace, etc, and even if people are using it they are just civilians (Who do not have any value after the new scoring system).
So, it's a NO for both the suggestions, plus, you should focus more on the gamemode rather than extra activites.

Sorry but according to rules, death evading is an offence and it should be stopped straight away instead of denying it just because  it is civilian class. In this gamemode, civilian class also plays the equal role just like others.

I don't think it will be good if the race creator will also be able to set the weather of his choice because we have some races for which different whether conditions will be harsh or even terrible as we sometimes have to take sharp turns. Moreover, some players will not be able to pass through the checkpoints because many of the players here use modded timecyc, whether it is for low end pc or high gaming experience, it will vary a lot. I know it will be so thrilling to race in a different weather but it has many negative points more then positive.  So -1

+1 for the first suggestion. The first priority is given to the rules, then the game mode. It is very abusable and should be stopped.

For the second suggestion, I really don’t care/like the racing in game so i am fine with whatever happens. But since Hito supported it, i give +1.
